It must be borne in mind that the Colonies are still developing and that consequently the expenditure for military buildings at headquarters will be heavy till the troops are properly housed.
(1) I have added buildings for staff quarters equal to the proportion of the total military vote to the total expenditure.
(2) Transport (3) and (1) I have allowed for military purposes only.
The figures allowed are not very representative as transport for N. Nigeria is probably largely employed for military stations.
The figures work out at 1 1/2 to 18%. I have omitted all reference to the Imperial garrison.
In the latter, I have taken the proportion of the military vote for buildings themselves.
To arrive at a fair proportion to the military vote for (2) Transport and (3) Buildings, I have added a proportionate contribution.
The Gold Coast and Sierra Leone are examples where troops are stationed and the expenditure is not solely for military purposes.
I do not think even 20% should be allowed for contingencies at present.
Captain Crawford's figures must be a rough guess, but I can add nothing to it.
